Longview ISD names Benjamin Kemper as new Chief of District Safety

Longview, TX – Longview ISD voted to approve the hiring of Benjamin Kemper as the District’s Chief of District Safety, effective November 3, 2025.

Chief Kemper joins Longview ISD after nearly twenty-four years with the Longview Police Department, where he most recently served as Assistant Police Chief. Over his career, he has led patrol operations, criminal investigations, support services, and special operations, including service as SWAT Commander and Captain of the Operations Bureau.

A 1993 graduate of Longview High School, Kemper returns to his alma mater with what Superintendent Dr. Marla Sheppard described as “a rare combination of local roots, professional excellence, and a relationship-first mindset.”

“Chief Kemper understands that safety is not only about preparation, it is about people,” Dr. Sheppard said. “He brings deep experience, calm leadership, and a sincere belief that trust and teamwork make schools stronger.”

Before joining Longview ISD, Kemper earned a Bachelor of Arts in Criminal Justice from Sam Houston State University and a Master of Science in Criminal Justice from the University of Oklahoma. He also completed advanced law enforcement training through the FBI National Academy (Session 261) and the
Institute for Law Enforcement Administration Management College (Session 48), and holds a Master Peace Officer Certificate from the Texas Commission on Law Enforcement (TCOLE).

Kemper said he views his new role as an opportunity to build a culture of communication and collaboration across every campus.

“If students and teachers do not feel safe, they cannot focus on learning,” he said. “Our goal is simple: create an environment where safety never distracts from education. That starts with relationships — listening, showing up, and earning trust one campus at a time.” Chief Kemper

During his first months, Kemper plans to visit each campus to meet principals, staff, and students. He will also work with district leaders to finalize certification through TCOLE to establish the Longview ISD Police
Department, after which he will assume the title of Chief of Police.

Kemper’s wife, also a Longview High graduate, and his mother — a retired Longview ISD employee — reflect a family legacy deeply connected to the District’s history.

“This place shaped me,” Kemper said. “To come back and help protect the same classrooms and hallways where I grew up is an incredible honor. I am excited to get to work.”

The District will announce additional opportunities in the coming weeks for families and community members to meet Chief Kemper and hear more about his vision for campus safety.
